The STOXX 600 was down 0.4% at 647.13 at 09:55 GMT. Markets were also waiting for the U.S. midterm elections on Tuesday, it said.

Chipmakers later recovered, as chip stocks also bounced in U.S. premarket trading, CNBC reported. ASML was about flat around 13:50 GMT, while ASM International was up about 1.8% and BE Semiconductor about 2.8%, Yahoo Finance data showed.
